Converted commercial_skip.cpp functions to CommDetect class.  Modified
recorder to save blank frame list to the DB every 15th blank frame so
player can benefit and use blank frame list for commercial skipping
while watching an in-progress recording.  Moved MARK_* defines to
programinfo.h.
