Log Message:
InitializeDatabase to DBSchemaVer 1060. No updates have been removed
so all updates from earlier versions will still work.  This change
only affects creating a new database so that it will be at the current
level. Eliminating the need for intermediate updates should decrease
the number failed update issues for new users.

I've verified that the mysqldump result is identical between this and
initializing to 1003 then update. This was done with MySQL 4.0.22 and
there is a possibility of syntax differences with earlier versions but
this is unlikely for simple table creations.
