Fix the ability for frontend servers to read a video file directly if it
	is available rather than having to stream from a remote backend.  Useful
	if you NFS mount your video dir on your frontends.  This feature has
	been broken for a while unless your frontend was also a backend or you
	had run the backend setup program on the frontend at some point.
