Log:

Abort ProgramInfo::UpdateInUseMark() if inUseForWhat identifier is empty
(which means ProgramInfo::MarkAsInUse was never called).  I think this should
stop the DummyDTVRecorder from creating "Unknown" entries in the inuseprograms
table.
