 Now, a gesture is processed once a mouse button is depressed without
 movement for a second OR when the button is released (whichever comes
 first).  If a timeout occurs, then the gesture is raised once every second
 (so, holding a gesture raises it multiple times) until the button is
 released.

 Eventually, it would be nice if the user could specify both the timeout
 and time between events, but that can wait.
