Bugfix for both Commercial Flagging and Transcoding when being started
from the Watch Recording's screen popup menu.  The code was trying to
honor the JobsRunOnRecordHost setting, but was passing in the hostname
in the wrong place when calling the JobQueue::QueueJob method, so jobs
were not being setup to run on the proper host if JobsRunOnRecordHost
was ON.
