Fix bug in Auto Commercial Skip which was causing AutoSkip to skip early
    for some people because it was honoring the CommNotifyAmount setting
    which is for the Commercial Pre-Notify popup OSD.  Just because
    someone might want to know 30 seconds ahead that a commercial is
    coming up doesn't meant that when they have Notify OFF and AutoSkip ON,
    that that they want to AutoSkip 30 seconds ahead.
