Patch from John Pullan:
  This patch attempts to fix OFDM tuned scan. It does various things 
  1) Calls FillPmap with the appropriate standard. I don't know when
     this got broken (or how even) but this seems to sort it out.
  2) Removes a check against mplexid for when transport list is to be
     added. (This didn't make any sense to me )
  3) Switches of EIT handling for scanning (Don't know if this breaks
     things for you)

I made some little modifications to make it compile without DVB headers.
