Log:

Fixes an #if and a enhances couple VERBOSE macros.

The #if is for FAST_RESTART. Enabling it actually appears to
help with the HDTV playback issues, but it's still disabled
because of the problems it causes on low-end systems, systems
with AC3 pass-though, and streams with multichannel audio.
