Log:

JobQueue & mythcommflag changes.

- Fix -f command line option to mythcommflag to work with new filename
  convention by looking up chanid and starttime info from the DB by 
  searching for the filename in the recorded table.  This way even if 
  people rename files, mythcommflag should still work on them.

- Add %PROGSTART%, %PROGEND%, %PROGSTARTISO%, and %PROGENDISO% keyword
  substitutions for User Job command lines when from from the JobQueue.
