 From Bruce:

 On the same page as "Reschedule Higher Priorities" TV Settings->
 Recording Priorities->Set Recording Priorities, There is a field
 for "Override Recording Priority". This will automatically add this
 amount when an override is evaluated. If you had this set to 4 or
 more, Grey's Anatomy would have won. This is for this kind of situation.
 If you want overrides to automatically win, set to to be enough to
 beat anything based on your priority habits.

 Anyway, this means that I just need to update my database with the new
 setting, and the problem goes away.  No need to change my code other than
 to someday provide an editor for such things.
