Comment:

 (In [8946]) Closes #862, by applying patch from Kevin Kuphal.

 This adds XDS parsing to CCDecoder. XDS contains information about the
 currently playing program during NTSC and some ATSC programs. We do not
 currently use the information, but if you run with '-v VBI' you can see
 all the information available.
