I stand corrected. :)  Since MySQL is using an insensitive matches in SQL
queries, make ProgramInfo::IsSameProgram() do the same for title, subtitle,
and description.  Patch for subtitle by Stuart Morgan.  Title and description
additions by me.  Closes #911.
