Comment:

 (In [8498]) Fixes #932.

 This fixes the VBI deadlocking the NVR issue.

 This also theoretically fixes the cx88 vbi captions, but I still haven't
 seen any decoded in the wild. We are now reading the right block size and
 should be looking at the right vbi lines.
