 Currently, the editing screen stops you from placing a cutpoint close to
 an existing cutpoint, giving other useful options, but not "add a new
 cutpoint anyway."  That frustrates users who want to excerpt only a short
 extract from a news program or cut out a short segment.  (request from
 Jeff Simpson on -users list)

 This patch adds an "Insert new cut point" option to the "close to an
 existing cut point" dialog, then drops into the standard cutpoint
 selection dialog if that option is chosen.

 The OSD popup seems only to allow four items (at least without digging
 deeper into the theme files and OSD popup creation), but since you can use
 ESC to cancel, it doesn't seem much of a loss to do away with the "Cancel"
 button from the "close to an existing cut point" popup.

 Patch against svn 8587.
