 In previous versions (to 0.19) a blank external tuning program would be
 ignored by the backend (and no tuning action would be taken).  This now
 brings an error which causes recordings to fail, though the metadata is
 still left in the database (which is another issue).  Note that the
 guidance in the myth-setup GUI still suggests the old behavior.
