 if a recording is local (e.g. nfs) and the frontend is remote and with
 (currently) the ability to have multiple preview gens occurring
 simultaneously this can impact network traffic and FE performance if the
 FE is resource inhibited.

 solution is to force all FE preview gens to go to the backend for action.
 patch attached
