 (In [15150]) Refs #3326. Applies patch from Shane to simplify new LiveTV
 avoidance configuration.

 As suggested by Bruce, this replaces a priority setting with a simple
 checkbox. Internally the implementation still relies on giving LiveTV a
 low or high priority in scheduler comparisons, but this is complexity is
 hidden from the user.
