Comment:

 Some networks have multiple PMTs on the same PID -- the existing code will
 pass all the PMTs it sees right on to the CAM during the signal monitor
 phase. This patch just adds a check to make sure the PMT is for the right
 program to avoid sending undesired PMTs to the CAM.
