 while navigating the dvd menu for notes of a scandal, found that a still
 frame cell was not flagged by the dvd. therefore this dvd still frame was
 not displayed.

 changing dvd still frame detection to be turned on by the presence of the
 mpeg sequence end code seems to be better solution as some dvds don't set
 the still frame flag.
