 (In [19523]) Refs #5583. Make sure we handle modifier keys correctly for
 LIRC. Qt4's QKeySequence requires that the modifier name be followed by a
 '+' instead of the lircrc standard of '-'. also we want to release the
 modifier keys after releasing the character key, so the key release loop
 has been inverted.
