 Updated win32-packager:

 - updated to support revision 16312
 - detects versions, aka libmyth-0.20 and libmyth-0.21
 - first steps at packaging for win32. In progress
    Moves all required files to two directories
    wsh setup script in progress to be included in final package
 - Builds myththemes and mythplugins as well
