 This patch essentially reimplements a section of the file
 modules/stream/handler.pl in PHP - the code to find ffmpeg in $PATH is
 converted, allowing the settings page to determine whether or not any
 ffmpeg binary exists, and whether or not it was compiled with --enable-
 libmp3lame (as required for FLV streaming to function)
