 (In [17308]) Refs #5346. Does three prep steps for allowing commercial
 flagger to be run on files which are not MythTV recordings.

  * Makes BuildVideoMarkup take a ProgramInfo rather than a filename.
  * Allows FlagCommercial to accept a ProgramInfo rather than a filename.
  * Cleans up use of global variables for ProgramInfo.
