 (In [18993]) fix DVB-S Tone switches. backports [16137] and [16138] from
 trunk

 This breaks unfortunately mini-DiSEqC configured as "tone switch".
 The configuration has to be manually changed to the mini-diseqc
 switch type in mythtv-setup. Refs #4133
