 Do some signal processing on recordings currently in progress and alert
 the user in real time if we find EAS alerts or excessive silences in their
 audio.  Complete rationale, installation instructions, and code in
 attached compressed tarfile.  Does not patch the Myth core code at all;
 instead, monitors files that Myth writes into the filesystem.

 I'm proposing that this be added to the contrib directory somewhere.
