Log:

increase digital channel scanner speed

Speedup is archieved by avoiding extra mpeg|atsc|dvb timeouts
if the mpeg|atsc|dvb tables are already complete.
Scanning time of dvbt-ofdm-de with 48 unencrypted channels
on 8 multiplexes decreased from 260 seconds to 97.
It will be less impressive if there are many encrypted channels.
