Comment:

 (In [20643]) Various fixes for the win32 packager script - with thanks to
 Jeff Lu (for this and his other patches). Closes #6533.

 I can't vouch for 0.21-fixes but this, in conjunction with r20636:20641,
 has fixed compilation on Vista(32 bit). Overall the build appears to be
 working well with the exception of some lockups in live tv.
