Log:

Allow ThreadedFileWriter to write out filenames using the local 8 Bit charset.  Fixes issues with artwork filenames being broken or truncated when they contained non-Ascii character sets.  Have run this patch for several years without issue.  Credit to Mike Dean and Chris Pinkham for helping me figure out what the issue was way back then, scorn to me if it breaks anything. Fixes #8665.
