Log:

Adds a new storage scheduler to allow the backend to use the storage groups 
prioritizing disk % free rather than kB free.  This can be useful for those
with disks of various sizes that would like them to be used proportionally
equally rather than filling the largest disks until the free space (absolute)
matches the small disks.  This scheduler will allow your disks to all fill 
at the same proportional rate, so each disk would be (say) 40% full at the 
same time.

With equal-sized storage group disks, this basically will act the same as
balancing kB free.
