Log:

Fix the Python bindings installation directory.

Since [25901], the comparisons to determine whether to pass --prefix to setup.py were failing, so on some systems, the Python bindings may have installed to the wrong directory.

Makefile substitution references use unexpanded variable names, not values (different from patsubst).
