Comment:

 Allow disabling the Watch List blackout period.

 Update the range for the "Days to exclude weekly episodes after delete"
 setting to allow 0-5 days, where 0 effectively disables the blackout
 period.

 Thanks to Seeker` on IRC for testing.

 Closes #10011.
