Only disable rotation for pre-upgrade DB backups

Now that we have a mechanism to trigger a user-requested backup (using
the HTTP interface, available since 408a6128 ), only disable backup file
rotation for "dangerous" automatic backups--those done immediately
before a DB upgrade, where an upgrade failure and a distro-script loop
can result in enough backups to clear out all the good backups.
