 When scanning channels on an HDHR I noticed that it was missing a channel.
 Scanning with the hdhomerun_config I see it is program 3:

 TSID: 0x1FFD
 PROGRAM 1: 0 (encrypted)
 PROGRAM 3: 22.1 ION

 When scanning with the mythtv scanner with "Unencrypted only" checked it
 thinks both programs are encrypted:

 If I uncheck "Unencrypted only" and add the channel I can tune and watch
 it fine.  I will attach the -v channelscan log.
