Log:

Allow rating changes even if no rating statetype is defined in the body of the screen. The logic of not changing the rating if the user cannot see the changes made is sound, however making it so that we check if the buttonlist is displaying the rating is not trivial and cannot be done in a feature freeze. It's better than that THMBUP/THMBDOWN work than having them silently fail.
