 I seem to have resolved it.  Your direction to looking at the record and
 recordmatch tables helped me find some errant supposedly Power Search that
 wasn't really a Power Search, or didn't act like one anyway which was
 hiding the real Power Search that didn't have the inactive flag set.

 This ticket can be closed AFAIAC.
