 "who" or "users" reports only users that are logged on a terminal (TTY or
 Xterm or such). Graphical logon is not reported -> Shutdown could occur
 during a normal X-session. This happens at least on my configuration with
 LXDM + XFCE4. "who" is not sufficient to test if users are logged on in
 this case.
