No, that's intended.

The way I approached this in the end was to think of a average user who
has "bad audio" and wants to improve it. Every single one of the options
on the new mp3 page affects quality, but in different ways:

- - Bitrate affects it the most, as the more bits the encoder as the less
it has to drop. 
- - Stereo mode affects it by changing the way the encoder allocates
bits between the left, right, and "mid" channels.
- - Sampling rate affects it by providing more fine-grained wave form
representation.
- - Performance affects it by changing how much effort should be put into
allocating the bits in an efficient way.

So what does a user adjust first? If Performance is called Sound Quality,
you can bet that'll be the first thing they change. But of all four of
those quality controls, the one with the largest impact is arguably
bitrate. Changing bitrate should be equitable on any given hardware, and 
is the cheapest way to improve quality.

That's my rationale anyway, but I'm happy to change it to whatever
consensus is present. :)
