Isn't VCD supposed to be in mpeg-2 format? And no mpeg-2 encoder exists
for Linux. Or is VCD=MPEG-1 and SVCD=MPEG-2?

A couple of VCDs that I have seen were so horrible quality that I thought I'd
never consider VCDs again.
