I can recommend WML ( http://thewml.org ) as a web toolkit. Not fancy,
you get to do a lot of the work yourself, but with a little hacking
you get yourself an easily maintainable site, as complex or not as you
like, with as many neat features as you want to code. It generates
static HTML. Everyone like static HTML :-)
Think of it as something better than simple server side includes, but
easier than a full blown mod_perl/mod_php solution.
I use it on my site; to add new content I just toss files in a
directory, and run wmk -a. It's not much to look at but it's not hard
to manage. It only looks plain because I'm no web designer :-)
