[mythtv] [PATCH] FastForward/Rewind use GetFrame

This modifies the FastForward/Rewind functions in nuppeldecoder to use
GetFrame.  By doing it this way, the Reencoder can correctly save
KeyFrames in certain conditions while processing the cutlist, and the nuv
files only need to be parsed in two places (GetFrame and OpenFile)

Isaac,
    I believe the transcode thread can be enabled now.  I didn't add it
    to this patch, since it isn't really related, but I think it is safe
    to uncomment the two lines in mythbackend/main.cpp.  While the
    reencoder may not be perfect, I haven't had the transcode thread
    crash on me once in a very long time.  The transcoder defaults to
    disabled, so it shouldn't be able to cause any harm to those who
    don't enable it.  The only thing I haven't tested pretty thoroughly
    is using input from a hardware encoder.  I just got a PVR250, which
    I'll install soon, and then I'll be able to test that out as well.
