Are there release tags being used in the CVS tree right now?
For example.. 0.8 was "released" last weekend. Is there a tag
that I can check out for that release? I know I can specify a
date and time for getting an update of the files, but I do not
know the time of the release, nor do I know how timezones will
complicate trying to figure out the proper timestamp to specify.

This doesn't require branching, but just applying a tag to the
tree whenever interesting milestones of development are reached.
Is that already being done? :)
