[mythtv] time offset bug

Hi

mythfilldatabase doesn't seem to respect the setup time offset anymore.  At 
least with the tv_grab_sn.  The program guide is advanced by 1 hour 
regardless of what correction I put into setup.  The 1 hour advance is coming 
from xmltv, but I thought I should have been able to correct for it.  I'm 
trying a kludge fix for now, by setting the timezone back an hour in 
tv_grab_sn.
