Could somebody please point me to the justification of this change?

I am just a bit surprised, because in Australia we don't use call
signs for channels, and now they seem to be mandatory.

Also, the default call sign for each channel (if one is not set) is
the chanid, this appears weird in itself as the chanid, I gather is
for entire identification only, but the callsign is for displaying to
the user.

I am sure there is a good reason for this change though, so please
don't misinterpret this as a complaint.
