[mythtv] [patch] Configurable jump increment

This patch adds a configurable jump increment to the JumpAmount field used
to skip ahead in a recording.  I'm very used to the ReplayTV 30 second skip
button and the minute increments of the existing system didn't feel right to
me.  The new JumpIncrement is used in place of the hard coded 60 seconds and
currently allows for 30 or 60 as options although this could be adjusted as
people see fit for more increments.  This allows for either X number of 30
second jumps on keypress or X number of 60 second jumps.  

It defaults to 60 to retain the existing configuration upon application of
the patch.
