As usual, Bruce does an excellent job of describing the intricacies of
the problem.  FWIW, I considered trying to improve this area of the
scheduler when I was working on it, but the problem seemed far more
complicated than I was willing to tackle at the time.  I've since had
some ideas which might hold some merit.  If someone would like to try
coding it up, let me know.  Otherwise, I'll jsut leave it on my todo
list and I'll get to it when I get to it.

I don't see that big of a benefit from doing this, but I wouldn't
object to it either.
