[mythtv] Mythweb locale (localised date and timeformat)

Hi

MythWeb using date formatting command is "date".
This command does not change output by each locale.

Use "strftime" and setlocale.

Replace using date is changed into strftime, and change format strings.
Set your locale by setlocale. (ie. in Japan, ja_JP.utf-8).

Following steps is may not needed if your locale not used unicode characters.
Generate UTF-8 locale. (set locale to /etc/locale.gen file and run 
locale-gen).

When I test. it's work fine.
