[mythtv] Mythweb locale (localised date and timeformat)

Hi Chris

I tested too, little change locale name "ja_JP" to" ja_JP.utf-8".
Because most Japanese locale using another encoding(euc-jp), it has the 
necessity of specifying utf-8.

attached file is updating Japanese translation and locale fix.

> Maybe the default time/date setting could be moved to the language.php
> files too? In Dutch day_of_month - month (%e %b) makes more sense then
> month - day_of_month (%b %e)
Japanese is the same format as it.
