	I'm far from a cvs guru, but I think the .cvsignore is only for files you 
don't want going in, not a flag to ignore changes in files that are in the 
repository.

	One solution: remove .htacess from the repository, create 
an .htaccess_example (with the defaults) and commit that to the repository. 
Then you can keep your .htaccess the way you like it (and put it 
in .cvsignore), while the .htaccess_example stays at the defaults. Slight 
update to the README and Bob's your uncle.
