Some info:

Parliament and the two BBC News Loops (visible by pressing RED on BBC News 24)
are encoded as one video signal since they never have to be viewed at full
resolution. The viewer should never see this 3-way spilt (even if their box
does not support MHEG) so the video stream has its tag set to describe it as a
data PID, even though it is in fact video. The box then loads the MHEG slate,
which in turn loads the video.

The timex services are managed on the BBC services as follows:

e.g. BBC4/CBeebies - At 7pm the PMT for BBC4 is rewritten to reference the video
PID which was previously in use for CBeebies (they share an encoder). The PMT
for Cbeebies is also rewritten - now it does not reference the video PID
anymore but instead references a boot PID for the MHEG slate. 

I presume that the STB is constantly reading the PMT for whatever service you
are currently tuned to, since the timex works without having to tune away and
then back to the channel you were watching. The box will cache the SDT-actual
for each mux and the NIT (from any mux - all the NITs are the same).
